One of our clients encountered a similar issue, which was resolved by completely uninstalling Codesys and removing all remnants from the ProgramData directory. Subsequently, they reinstalled the latest version of the Codesys IDE (currently SP20.2) and updated all packages using CodesysInstaller.exe. We hope this solution resolves your issue as well.
