I am a big proponent of the maintenance-centric approach, where Operations, Maintenance, and Engineering all have equal status and report directly to the Production Big Boss (PBB). This model ensures efficient communication and collaboration among key departments, leading to optimal production outcomes.
In our organization, we have a structured hierarchy with an Operations Director overseeing managers in key departments such as Manufacturing, Production Planning, Packaging, Warehouse, and Procurement. Additionally, an Engineering Director is in charge of managers in Maintenance Engineering, Project Engineering, Safety, Environmental Compliance, Utilities, and IS. We also have Directors for QA/TS, Finance, and Human Resources, effectively separating administrative and technical roles within the company. This setup ensures clear leadership and accountability in various functional areas.

Maintenance Engineering is responsible for overseeing both the grunts and the grease monkeys. The team includes Maintenance Engineers, Maintenance Supervisors, Maintenance Systems Engineers (Planning), and the Stockroom Supervisor, all under the supervision of the Maintenance Manager. Additionally, there are multiple multicraft crews of technicians, with each one being overseen by either a Maintenance Engineer or a Maintenance Supervisor.
The Packaging Department at P.D. employs Packaging Mechanics who are responsible for performing both preventative maintenance (PMs) and corrective maintenance on the Packaging Lines equipment. In addition, Maintenance Engineering oversees all electrical and instrumentation tasks, as well as the maintenance of fork lifts.
In my experience, having the Maintenance Department report directly to Operations seems to work best. Operations usually has a broader view of the organization and can prioritize maintenance tasks better in line with overall company goals. Aligning maintenance with operations also helps in real-time problem solving, reducing downtime, and enhancing productivity. However, it still boils down to individual organizational structures and contexts. An open dialogue between departments is key regardless of reporting lines.
In my opinion, the Maintenance Department should ideally report to the Operations Department. This is primarily because maintenance plays a crucial role in ensuring smooth operations; together, they can closely monitor and maintain the efficiency and performance of the machinery, tools, and technologies that are crucial to the workflow of the organization. However, each company is unique and the organizational structure should reflect the specific nuances and needs of that company. Therefore, it's important to also consider a structure that allows for inter-departmental cooperation and fluid communication.
