From my experience, you'll require Schneider's software package called SoMachine for programming the logic and Vijeo Designer for the HMI part while working with HMISCU. As for your second question, when you upload the program, regrettably, you will only receive the raw logic without any comments because the annotations are not stored onboard the HMISCU.
